What One Witness Saw Moments Before a Fire Started

Paul Child saw a man near a railroad moments before a fire started outside Spokane, Washington. Police arrested Aaron F. Farinacci on Monday for the Old Trails fire. "I ran out the door," said Mr. Child, who suspected the man started the blaze. The fires destroyed 700 structures since last weekend.
